2009 rav4 dashlights not visible

dash lights not visible during day.  Fine at night and in garage.  Soon as
backing out of garage dashboard almost invisible.  Does not mater what
position lights are in.  On, off, automatic.  Intensity control set on maximum.  
Tried covering sensors on top off dash to fool system into thinking it's always
dark.

If you have headlights on during day, that is why. To have both headlights and dash lights on our 2008 RAV4 we turned the intensity control all the way up and then a little more pressure up and it clicked. When it did the dash lights brightened to same as if headlights were off during daytime.
