Struts or shocks

My Toyota Yaris seems to almost swing into
the other lane (or wall).  When I am passing
a large Semi tractor trailer truck,  when the
road has been shaved (to repave), roads are
in poor condition or a very windy day and
gurst of air hits me.  
I had a shop tell me that I needed shocks,
struts or something like joints in that area
barely.   Could this be the reason that my
Yaris jumps all over the road?

If this are the reasons, since I can only pay
to fix one of them.  Which would be best to
fix first?

I was thinking that was the case, it just shocks me of how dangerously a car can jump around lanes. Ty
