Going down the road all of a sudden the radio lost
its volume by about half.  I was using the auxiliary
post with my phone and the volume was max.  
Switched back to radio noticed it was lower as
well.  Is there a built in amp or a fuse that may
have blown?

Wouldn't be a fuse or amp shutting iff, it would've shut off completely. Check to make sure u didn't blow a speaker

I suspect this is a feature that prevents the radio from blasting you when you first turn it on. My cars turn the volume down when I start the car. I think this is something similar.
