2009 f150 fuel pump

I have a 2009 f150 5.4L that will crank over but will not start.  I sprayed
starting fluid in the intake and it will temporarily start then shut off.  I checked
the fuse(#27) and relay and both are receiving power and are working.  I get
power to the pump but it still will not work.  I replaced the fuel pump and
driver module with a used low milage part from the scrap yard but still
nothing.  I left the pump on the outside of the tank to check them and only
had the electrical connection plugged in.  I am also getting less than 12v to
the pump, I believe only around 10v.  Any suggestions?

I am getting 11.8v to the fuel pump module and only 9v to the pump. Voltage at the pump was checked between the gray/yellow and the white/purple wires. I also hooked both pumps directly to the battery and they both work with 12v. The ground seems good (I disconnected and cleaned it) and there is no inertia switch on the '09 and newer trucks.

I ended up taking it to a Ford garage and they found a broken grounding strap from the frame to the body under the passenger seating area. That was all it was.
