I have a 09 volkswagen cc sport and the passenger side low beam went out and I replaced the bulb but it's still out???

Headlights can be scanned for fault codes through the dealer or a VW specialty repair shop that used Ross tech vagcom.

you could also put an electrical tester to the plug in and see if you have 12 volts there when you turn on the lows. if not, then it could be a wiring issue.
