repair cost

I have 2009 hummer h3t; 3.7l motor; very well maintained.  Moved from sea level to 5600 feet elevation.  Engine runs smooth but makes a whirring noise when starting, and lacks power for the past couple months.  Engine light comes on and computer log shows error code P0014.  Diagnosis is remove and replace Balance Shaft Chain including Transmission Assembly and Flywheel;  and remove and replace Timing Chain.

Labor is $2755 (apprx. 25 hrs); and parts are $ 1157.  Total cost is $4265 including shop supplies and tax.

Does this seem in line?  Seems like a LOT of hours, and not sure why a flywheel would need to be replaced.

Any thoughts?

The GM 3.7 timing chain service is $1500-$1800 did it make to 100,000 miles? Test all VVT components before doing anything.
