2009 Kia Rio Battery/Check engine light

My 2009 Kia Rio just had its alternator belt replaced. The check engine light is
on due to a known issue with a piece in the front end of the engine that acts as
a flap. Was told it has something to do with exhaust fumes. That is not my issue
though. My issue is that it has a new battery also and when I turn at all the
battery light comes on and I have no power steering. At no other time does the
batter light come on. Does anyone have any idea what could be causing this? I
know it could be a bad pulley but not sure if there are any other items that could
be causing it.
