I have a 2010 and the check engine light came on, and now
it say engine reduced power  and its not going over 20 mph
and its making the putt sound like its bout to cut off.

You're also in limp mode, designed to prevent damage to engine until it's fixed. do what cjsras suggests, get the codes read and proceed from there.
