is it normal to replace internal water pump and not replace tensiors

2010 chevy colbat 63000. miles whining dealer replaced water pump only
picked car up still had whine and for the first time since i owned car bought
2012 collant temp went up to 215 they had car again and said they couldnt
hear anything and that chevy said it wasnt worth tearing down motor to find
problem. 1 year later started to whine and coolant temp is going crazy. they
did extend my powertrain warrant another 2 years.
