2010 Mercury Mariner (or Ford Escape) no backlighting working

2010 Mercury Mariner (or Ford Escape) no lights work on steering wheel,
shifter, heater controls etc. I checked fuses (that I think are involved and they
seem OK). Which fuses SHOULD I be looking at and if the fuses are OK is
there anything else to look at? Instrument cluster is working and Dimming OK
just not any button backlighting.

I doubt there's a relay before the fuses , there are also mega fuses under the hood . Mice can invade even a daily driver .

Fuse 10 15A is for panel illumination, did you pull that one? The instrument cluster uses fuses 26 10A and 29 5A. If one of the fuses did blow, you have a bigger issue, a wiring short somewhere. Finding that could be a bear.
