There is a buzzing noise coming from behind the navigation/radio when the engine is
turned to acc position and also when the engine is running.

Subaru forum topic on this problem: http://www.ft86club.com/forums/showthread.php?t=50148 --- I had to look into a similar problem and it turned out to be a cooling fan for the ECU under the dash.

Would this be covered under an extended warranty thru Subaru?

Ask the dealer, if you still have a full warranty I should think so.
