I have a 2010 Avalon and neither of the 12v (cigarette lighters) work. Any advice how to trouble shoot?

The car is new to me. I tried my phone charger and navigator in both outlets and neither
work.

If you have checked fuses, I tried to download the owners manual but it won't let me. But fuse, and you know key must be ON.
