2010 Avalon engine and vsc lights, came on. Neither light is flashing. Is it safe
to drive? What causes this? Is it expensive?

Computer has picked up on something wrong, you will have to get the codes read to find out where to go with diagnostics. It is most likely safe to drive locally but nothing high speeds.
