Blower Motor won't work at all

2010 Chrysler Sebring Conv. Blower motor doesn't work on any setting. It has a good 12V (Constantly) to Drk Blue wire but the Blu/Yellow wire is NOT at ground. Where do I go from here? I tried a new motor and of course checked every fuse under the hood.

Replace the blower motor controller/resistor. This is the most common failure part. And is where the ground comes from.

I tried both the blower and the resistor and it still doesn't work. Any suggestions?
