Have flashed ecm but code from 2012 keeps coming back..po128

They say i need a new ecm...how do i know this code won,t come back. Not
sure why it keeps coming back

After spending over a grand.having numerous mini techs mentioning thermostat housings,fans,ecms,wiring,etc. My son and I found the problem. Someone before I bought Cooper a year ago removed a fan fuse. Not sure why
