i have a 2010 passat that failed inspection due to an electrical issue, still
running but want to sell.

Disclose the electrical issue to the buyers before selling. Mind you, you will get less than what the guides say the car is worth due to the fact that it requires work and an unknown, unless you have a bill stating what the fix is and how much.
