when on jack, passenger front tire has a little play when tightened completely. Drivers side front tire has none. Any idea of how to fix problem at cheapest cost.

Sounds like a wheel bearing or hub to me. I had to change both on my 2004with 20 inch wheels, with about 65,000 miles on it .
