how do I get power to the in line heater valve?

Heat isnt working (only heat) in 2010 titan . I've checked all fuses. Probed the wire to the
inline valve. With a test light. Doesn't seem to be getting power.  Light did not light up on
either wire in heat mode or a/c. Hose is hot on the in side and cold on out side of valve.

put meter from one plug to the other and it should go from +12v to -12v when you change the heater from hot to cold. if it does that and it's not letting the hot water into heater core replace valve. there is no separate fuse for that as far as I know.
