2010 VW Jetta "Limited Edition"

My air con has not been getting cold for the past 6 months, so I took it to my mechanic who said my compressor was bad.  My boyfriend arrived here from Hawaii and did some research.  He agreed the compressor was bad, and replaced it.  Not sure why but it's still not blowing cold air.  Any troubleshooting suggestions would be greatly appreciated.

Once you replace the compressor you have to evacuate the air and then charge the system with the correct amount of refrigerant.

He said he dd evacuate the air...possibly did not put the right amount of freon. how do you know how much to put in?
