e30tech.com, bimmerforums.com, r3vlimited.com are all forums and people sell dashboards. I have one laying around but its not exactly mint.

Replacing the entire dash is a small nightmare. The plastic caps that cosmetically cover the dash for around $50 and can be painted to match are a great and affordable bet. Bavarian Autosport has them. The attach with silicone. My last one was left matte black to match my existing interior. It was a great fit and looked pretty darned good.

For the cheapest, you may want to check a local junkyard. I know it's a longshot but I found a working convertible arm mechanism and it was practically free rather than buying one from a distributor for god knows how much. Other than that I'd check ebay. As stated before replacing an entire dash is not easy or fun.
