bmw e36 1992 318is not starting after I changed gas and filter. spark plug are firing and starter is turning. I need help!!!

Did you check to see if you installed the fuel filter the correct way, its only designed to flow in one direction. Also double check your plug wires if they are in the wrong order the car will not start. The only other thing I can think of is the fuel system needs to build up pressure due to the filter change.
The filter is installed properly the out side is leading to the engin. How do you build up pressure???
Every time you turn the key to on position is sends a signal for a few seconds to the fuel pump, this builds pressure on the system. You may need to turn the key on and off ( without starting the car ) several times to prime the system.
Did you pull the fuse for the fuel pump when you did the work?

No but I took out the battery.
I would just double check your work, it would be something you over looked when putting everthing back together. Did you have the key in the ignition while removing/installing the battery?
