Hi, about 4 months ago I took my BMW to a garage, but as we have no
BMW garages near me, it was a Toyota garage as the air bag light was
constantly on, they plugged in their computer and found the problem and
cleared the light for me, but it came back on after a few weeks. About 2
months ago I received a letter, recalling my BMW due to a air bag issue,
and they had to change something, this was done at a non BMW garage  
under the authority of BMW. Straight after that I took it back to the Toyota
garage to turn the light off,  but now they can no longer access the air bag
part of the on board computer, it throws up an error, but they can access
all other parts of the on board computer. The garage that done the recall,
do not have a computer that they can plug in, they also say it is nothing
that they have done, but it seems strange as it could be accessed before,
any help would be appreciated.

Hold on. Wow. I need to compose myself after reading that. Something is REALLY amiss. A shop that was authorized by BMW to do a re-call repair in a non BMW shop (Dealer?) at a Toyota Dealer... ONLY DEALERS can perform re-call repairs, except in extenuating circumstances... RARE... Do you have that documented? Hopefully... Toyota's and BMW's are apples and oranges... both good but don't mix! Either you have been lied to on a scale of 1-10 it's an 11... or you...no offense, don't have your story straight - meaning no dissing to you but this makes no sense.

Ah, the notorious Takata Air-Bag re-call Recall 96V110000. Calls in about a brazialillion cars over the last 15 years. I got the same re-call for my Toyota more than a year ago, and just recently got another letter that the solution has not been determined and they don't have the parts if it were. I really hope you didn't pay out any money to anybody

The recall was authorised by BMW, but as I live over 750 kms to the nearest authorised repair shop, BMW authorised a non BMW garage to carry out the recall replacement, they sent the part to them, but now no-one can get into the Air Bag part of the on board diagnostic computer.

Just sell the BMW and buy a Toyota- there! problem solved! you're welcome- no charge-

^Hate to tell you, but that is not even near an upgrade. Totally different cars, and totally different driving experience. I agree with Tom. You need an actual BMW shop to look at the system.
