93 deville the air and fuel filter has been changed we always used regular gas in it until recently and put high tech in it will that help or is it a waste of my money or could it be plugs going bad

I have a 1990 Cadillac Deville I put in a new battery and it wont start no power no headlights no clicking to start nothing at all. I have a 2005 Cadillac Deville and it has multiple things going on. First thing is when I'm driving it and slow down to make a turn or to stop it will just die on me and I'll have to restart it.
