Outback New Ignition Won’t Start

The ignition on my 2011 Subaru
Outback was giving me troubles and
then completely locked up. I swapped
out the ignition switch with a new one  
but now the car won’t start. I have
tested the starter and it is fine and the
battery is brand new. I now suspect an
issue with the security system. Is there
something that needs to be done with
the security system before a new
key/ignition will work?

Nope. About every fourth time I try to start it it give the hint of a crank and then cuts off quickly. I just tried to start it in neutral (used the little button under the shifter console tab to shift out of park) and no go.
