My Subaru Outback 2011 has a blinking red light with a key design in it and it keeps blinking when the car is turned off, what is going on?

I agree with @F_O_R, you should look in the owners manual. Page 19 shows all warning and indicator lights, Page [2-15] to page [2-19] are all about your alarm and page [3-22] shows information about your security indicator light. Hope this helps.
