I have Outback 2018 with 225/65R17 tires. Do I need a chain when driving in
the snow?

Not ordinarily but you should carry chains. Subaru says to use the low clearance type S cables. Be sure and use good snow tires. If you live where there is snow and ice all winter you should invest in a set of winter only tires.
