When trying to start the car you can hear the fuel
pump and oil pump engage and all electrical turns
on even AC or heat and the radio but the car
doesn’t turn over. Replace battery, cleaned cables
and replaced starter relay and checked fusses.
Don’t hear starter clicking.

make sure the batt terminals are tight , you'll have to see if power is getting to the starter solenoid and probably have to nearly remove it to do that , , could very well be the starter

Thank you, yes i cleaned the new battery terminals and cleaned the connections and then tighten everything down tight. The tested the other items like radio, AC etc and all work. I can hear the fuel pump engage and the oil pump but I dont here any clicking like what you would normally here.
