I have a 2000 deville, yesterday while I was driving I noticed steam coming out
from under the hood.  When I looked there was a hose blown out. What would
cause this to happen?

If the hose was worn or cracked even the normal operating pressure of the cooling system could cause it to blow, or the hose clamp broke. Replace it and refill the cooling system, making sure to bleed all the air out of the system. Replace the thermostat at the same time, since it's cheap and you'll already have the system open. Then keep an eye on cooling system's performance. If it's being over-pressurized, you'll see coolant running out of the overflow tube to the ground from the de-gas bottle. Most common things that can cause an over-pressurized cooling system: stuck-closed thermostat, bad water pump, blown head gasket, restricted radiator.
