car wouldnt start for 10 min no power anywhere then it started up but now i have no lights in my dash above steering wheel

Don't know anything about Sevilles but most every GM vehicle has a dimmer for the dash lights. You have probably already tried this but find the dimmer switch and see if it somehow got turned down to the low or off position. The switch is either a thumb wheel arounf the light switch or part of the light switch itself. The "no start" could have been related to your security system kicking in and not letting the car restart until it cleared itself (usually takes 5-10 minutes if nothing else disturbs it!).
