My1998 Cadillac starting disabled remove key wait
three minutes. Does that about seven or eight times
a day. How do I completely bypassed that will turn
that off I want to get rid of it

If it has a key like pictured below I can help you bypass it. Although I'm not entirely sure I'm allowed to as I don't know if the vehicle is yours.

You can totally bypass this system yourself. There are two options. 1) is called a "resistor bypass". Google that term and it will pop up instantly in videos. It has to do with tricking the ignition into reading the correct Key signal. Pretty simple and cheap. The only issue with that, is that it leaves the Theft Deterrent Module active. This TDM is the brains of the security system. If it is the part that is failing, the resistor will not work. 2) Is a complete bypass of everything including the TDM. This costs money and you can buy it online. Google NEWROCKIES. Used them multiple times and it works great.
