98 Deville no starter still not starting changed ignition relay n starter ready still no start

ive got same problem and its been suggested it could be neutral safety switch,,its been dry and it really wouldnt start for crap rained two days and its starting better,,,so maybe it is a ground situation and the added moisture helped the connection,,im going to check those grounds,,,thanks
