Chugging when starting

Question type: Maintenance & Repair

My vw jetta since it has gotten cold even at -2
when I go to start it, it chuggs for abut and either
stalls or starts to sound normal and I can drive it. It
drives fine and sounds fine after but idk why it
chuggs for sometimes longer sometimes shorter
times. I had spark plugs changed and it still does
it. Really need help thanks.

Depending on how many miles are on it...may have carbon'd up intake valves...requires manifold removal and hand scrape cleaning...
