95 caddy dev. heat when hot outside, no heat when cold outside.....

My fiance got a 95 Cadillac Deville. The heater was working fine till it only started working when it got around 40 degrees or higher out side. weird i know. But I get no heat when its below that temp. it would just blow out cool air. And the heat only came out of the bottom vents, not the front vents. now when i lower the temp, it switches to the front vents. I know a/c doesn't work.  if this makes any sense at all, help would be appreciated. thanks

Thanks so much for your time. I am now wondering if the caddy takes a certain kind of thermo stat. He put one on from Auto zone. He also put one on in his Subaru from Auto Zone and had trouble with it. He said he might need one with a check valve. so would I need to get a different thermostat for the Caddy? By any chance?
