Why does the red light (on star?) come on periodically and reguarly?

I have a 2011 4-Runner which DOES NOT have On-Star, or shall I say I do not pay for it.  But the red light comes on quite often and at times stays on for a good 30-60 seconds.  WHY?  The red light is to the right of a green light that also comes on periodically, however not even half as often as the red light comes on.  Do you know WHY it comes on at all?

Toyota does use on-star that is only in GM products, I looked up the features of the car and it has nothing like that...see below
