Can a frozen brake caliper cause the rubber boot to tear/ rip

By rubber boot I'm guessing you mean CV joint boot? A frozen caliper really can't affect the CV boot. Boots usually tear from physical contact with some road debris or from getting old and cracked.

If you are referring to the dust boot on the caliper slide bolt, a stuck piston would not cause it to rip. if this is the boot you mean the slide bolt maybe froze in the bracket and will act as a frozen caliper. Good luck
