Did you check voltage and ground connections from/to the battery. Battery has a full charge? All ends, not just at the battery. Use a test lite and follow voltage from battery plus to under hood fuse box. Some of the grounds, underhood fuse block, are all black. You can use test lite to check grounds. One end of test lite touches battery voltage, the other end touches ground wire, not the insulation, you get the point. If the lite comes on, the ground is good enough for the test lite. Granted the test lite doesn't put much of a load on the system, but, it's a beginning.
