Oil level concern with Turbo

I am about to buy a 2012 Volvo S60 T5 with under 30,000 miles but no
maintenance records and my mechanic, upon inspection, noticed that the oil
level was on the lowest spot of the dipstick. Otherwise the car seemed to be
clean.  Should I be concerned enough not to buy the vehicle?  It has no
warrantee.

The owner ran it low on oil which probably means it uses oil. Did the inspector note any other issues?
