Well, not knowing what somebody has looked at, I will tell people to get a test light and start tracing wires to find where the power stops. Usually the problem is at the headlight switch, or at the plugins in the back of the car. Take the plugins apart and clean as they like to collect corrosion. Then test to see if there is power there at the plugins. From there you test the wires behind the tail light lens to see if power is to that point, and into the bulb sockets.
