Any number of things. First, is the check engine or service engine light on? IF so, did you scan for the trouble codes? Hear any noises or anything abnormal?

check and clean anything that has to do with idle air system. clean the throttle bore and around throttle plate. Clean any small passages in throttle-body. Check and clean iac/idle air control valve. some fords have had problems with maf sensor. Unplug maf sensor, take it for a spin, if it does better, check the maf system. good luck

Maybe the idle control air valve is dirty or in need of replacement.
