Are my dash lights supposed to be on with the switch on...and I’m driving?

I have a 2010 F150.  My dash light will only come on when it gets fairly dark
outside.  Is there a way to have them come on and stay on EVERY time I turn
on the switch and during all driving?  The dash area is fairly dark and it is hard
to see the dash instruments

on My 2010 there is a round dimmer switch on the left side of the dash under the headlight switch. With the lights on, spin it left or right.
