2002 Sebring no power to anything but get a slight buzz with the key in the off
position and with key out?  Thinking IOD fuse or ASD relay but not sure... kid
may have forced the ignition lock

Strong Battery - When I do a hard reboot of the EMC (Car computer - Electronic Control Module) Everything comes back strong until the key is turned to the on position.

There is a bad connection in one of the ecm power circuits, if it was a large load I imagine it would get very hot, hot enough to smell it, maybe check the ecm relay power circuitry
