1999 Chrysler 300 M overheating

Car began overheating in stop and go traffic.  Does not overheat at high speeds.  I checked and only one electric fan was running.  One was burned out.  I replaced the fan assembly and both fans now run.  I thought I was out of the woods but in slow stop and go traffic it still overheats.

I am not sure next steps.

First check to make sure not low on anti freeze also clean radiator and A.C condenser coils with a garden hose and nozzle if clogged with dirt and bugs will restrict air flow across the coils.
