Seat Belt control module in under the console needs replaced. Easy fix. See video http://www.youtube.com/watch?v=5Ce9FXSaCUQ
I have seen this but that video states that both would be locked in there taut position this is a problem with the retractor mechanism
only one is locked, I would suggest that you place the seat in an upright position as straight as you can get it as if the retractor is sitting flat against the wall. This is the position when it was installed. Then try to slowly wiggle it out. If that does not work, then you will have to replace the retractor assembly as there are no serviceable parts inside
How do I take the assembly out if I need to
I would suggest buying the service manual. You can find one here for 45.00 http://www.diyrepairmanuals.com/proddetail.asp?prod=99aChrSebS

Just an update I ended up having to pay a Chrysler Dealership $100.00 to fix my seat belt and have had no problems sense then =)

I just had my seatbelt replaced with a new one ($160) at the dealer. It pins my passenger to the seat. There is no give! I have a return appointment in a week
