There's a charcoal filter element in the tank for emissions purposes that's most likely breaking up and clogging the fuel system. Hard to know which elements of your fuel system are messed up and the fix might be more than the car's worth.

Spitting fuel back when filling is usually a partially blocked fill tube, usually a deteriorated rubber connector hose collapsing.
