Under the center console storage pocket a small black box next to ebrake controls seat belt lock. Console removal is required to replace having same drama w mine.

Belts are designed to lock to hold you in seat in case of battery separation from car in serious collision or roll over
Call Chrysler, it may not actually be the inertial lock or the belt control unit it could be the retractor mechanism and if that's the case there is a slight chance that chrysler will cover the cost to replace the part. I called today on my 99 chrysler sebring JXI and they told me that they might cover the replacement.
Seat Belt control module in under the console needs replaced. Easy fix. See video http://www.youtube.com/watch?v=5Ce9FXSaCUQ
Hey there, just wanted to clear some things up, first off I want it clear that I never said that it wasn't the Belt Control Module what I meant was that it might not be and if it is/was the Belt Control Module then that is a way easy fix as linked by Jhp124gr. the best thing to do is rule out all avenues for potential problems before coming to the conclusion that it is not the BCM in my case it was not the BCM but the actual Mechanism its self. I have sense fixed my retracter mechanism and have had no issues with my Drivers side seat belt.
