I have a 2012 GMC terrain - not getting any air out of the vents in the cabin.

I've replaced the cabin air filter and checked the fan and it's working. I do get air from the
lower vents near the floor. what could be the issue?

Wat the problem right after changing the filter? Could you have put it in, in such a way it is blocking the air flow to the upper registers? Is the air controls showing the air is set to flow from the top only, bottom only or both mixed? Check those controls and also if you removed any wires or were near any controlling wires, that they are connected.
