Change the pads when they get down to around 1/8" thick. Check both sides because the inside pads can wear faster than the outer pads. Avoid losing all pad material and causing metal to metal contact. Plan on replacing rotors with the third set of pads. Keep track of the mileage and dates in a glove box note book. Keep your oil change records in their too.

Urban drivers use the brakes much more than rural drivers. There is no distance that they should be replaced. The brakes are usually checked during oil changes. Take a look for yourself if they let you in the garage.
