you should have a release cable inside the trunk close to the gas side but from inside the trunk, pull it and it will open the door.

Remove the RR wheel and inner liner. There is a rubber covered push button to release the lock. The door will open. Remove the RR inner cover inside the vehicle (RR lamp assembly) and look for the violet/grey with brown wire. That will disable the locking motor and the fuel door will open from that point on without the central locking computer trying the activate the locking motor. Replace the motor if desired. This is a VERY poor VW design.
Spammer Hammer- what did you use as a tool to disconnect that wiring? really weird setup and may have to buy a special tool.
I just returned home from a trip around town and gas was one thing I couldn't get due to the Tiguan fuel door lock. I tried everything and it didn't unlock. At home I found a FREE way to fix it. After playing around with all the above methods of releasing the fuel door, it did open, but I feel the need to do better. Get a torx #20 and remove the fuel door and rubber seal [it comes out really easy] and there you will find the actuator that will slide out in your hand as well. Snip the wires and re- install the whole thing. The fuel door will never lock you out again. Case closed.
