what does it mean when it says "High Leverage"?

Dealer is asking $20,688 for a 2012 Hyundai Tucson GLS.  It has been listed on Cargurus.com for 57 days.  KBB list the SUV at $21,354.  Not sure which price I should start with and which price I should walk away from.  Any help would be greatly appreciated!
