Low RPM P0303 code - Misfiring Cylinder 3 under 1000 RPMs

At low RPMs the car was shuddering and appears to run normally at higher RPMs.  I
have performed a tune up, but this did not fix the problem.  I have heard this could be
valve related, and I was curious if this is something that should be done by a mechanic,
or if i need to have all of the valves taken care of, or just the ones that affect cylinder 3?

I'm having the same exact problem on my 2003 Dodge Stratus RT coupe. and I'm having trouble finding any information on the internet that tells me what the problem is and how to fix it
